BROOKLYN, Ohio - Officials knew the bridge on Memphis Avenue was in bad shape.

The Ohio Department of Transportation records rate the bridge “poor” on inspection reports, a rating also assigned to 119 other bridges, or 10% of the total bridges in Cuyahoga County.
